Can any one confirm whether moving the black CT coil from the inside of the incoming main switch to the out going side of the load isolator resolves this issue on a V1 GateWay ?

Although I solved this by other means (home assistant) and we’d need to know a bit more about your config (diagram or photos), clarification that your car is connected inside the GW. I did have a conversation with my installer about the same thing.
The AIO generates enough power to cover the load measured by the CT. If the CT can be moved to a location where the load measured is only house, not car, then it will only output enough to cover the house and the rest (car / EVSE) will be drawn from the grid.
Because of what is connected where here, if we had moved the CT the only convenient place would have been external to the GW to the tail that fed the main CU, but not the detached garage. That would have left out the garage loads (freezer, outdoor power and frost protection) and so that would not have been covered by the AIO and impact our economics.
It’s the only reason we didn’t go this route.
A good solution if you are on IOG is to use Wonder Watt, which automatically charges your house battery in sequence with the ever changing dynamic charge schedule of car charging slots allocated by Octopus. This stops you discharging your battery into your EV. It works very well indeed and requires no user intervention once setup, and has the advantage that it keeps your house battery full at the off peak rate. WW costs £54 per annum for a subscription and is well worth the money. The software support is second to none and new features appear all the time. You can get a free trial to see if it works for you.

The other option is to set Pause Discharge on your battery during EV charging, which will stop the discharge also of your house batteries, but you need to set this up manually and remember to turn it off again.

Yes the Ev charger is on an RCBO inside the gateway. I will post a pic here shortly.
From hazy memory, if the EVSE feed is inside the GW it needs moving, or at least feeding, from something like the pre-contractor bus bar instead, so it is not load side of the GW. That solves both drain when charging and unnecessarily backing up the EVSE on grid failure. No need to move the CT.
I seem to remember Paul Landregan referencing this somewhere, might even be on these forums.

You could still move the CT, I think there is 1m reach, hopefully there is a suitable point in your GW to measure the aggregate non-EVSE load.
