Cell voltages vs % SoC

All my cells are showing around 3.2V after this evenings discharge down to 4%

According to LFP SoC charges, tht should be about 17%-20%...
what empty cell voltages do other see??

Or maybe this charge is better, and 3.2Vis the thing:

This was my latest when the battery fell to 4%.

Mine also do the same when sat at 4%.
