Although my system is set to discharge the batteries down to 4% they never get that low they stop discharging at 11%.
Any ideas why?

Bolts What firmware revision are you running - behaviour changes between systems and firmwares.
Perhaps you have a limit set on one of the discharge slots.

Ah - you have two batteries. Could also be that the discharge stops when one of them gets down to 4%, even if they other is at 20% so that the combined average is 11%.

Bolts So what voltage are they at immediately before they stop discharging?

An error of 7% is entirely possible on SoC, I've seen errors of 30% in the past and 10%+ are almost normal.
