Hi all, we have completed this task and have 2 automations within Home Assistant. I will let you know if GE release anything that would be within the GE app.
Simple automation that sends a text when the Gateway Mode state changes from On Grid and return’s to On Grid.
(This is for Gateway & AIO users only)
A more complicated automation that looks a many sensors and sends a text when there is a Grid Outage and Grid Returned.
(This can be used for most GE Inverters and Batteries)

Would i be right in thinking that a HomeAssistant automation could be triggered by the grid frequency sensor?
Yes it can, but that’s not the only sensor. This sensor is not available in the GW so you would have to look at the AIO. If you have 2 x AIO you would have to add them both to the automation.
