I am looking to get a 13.5Kw all in one installed to an existing 6kWh solar system which has an outgoing tariff with Octopus and a G99.
The problem I have is SSEN are saying i need to pay them £9.5K to upgrade incoming supply to house for new G99 for battery. This makes the upgrade in total £16k which is unaffordable. Is this the norm for battery installs?

[unknown] You specify existing solar as 6kWh, but that's a unit of storage - does it already have a battery, or is it just a 6kWp (peak power) solar array with no storage ? I think the AIO is 6kW.
The size of supply presumably depends on what other kit you have - EV / heat pump / electric shower / ovens / hot tubs, etc.
No such thing as a 13.5kW AIO. It is only available as 3.6kW or 6.0kW.
Rubikcube I presume he, like most of us is just getting confused with kW and kWh, I think it's obvious he is referring to the 13.5kWh AIO.
I would say the question is whether the DNO is expecting the battery output to be in addition to the solar kW and rejecting as over their current threshold/capacity, hence quoting for upgrade. Maybe they could lower one or other to fit within whatever limit they have? ie get the 3.6kW invertor version, because as you imply that wasn't specified in the original post as to which version of the AIO (there is going to be 8,10,12 kW versions too I believe)
[unknown] If the G99 application asks for 13.5kW, it will be rejected (on domestic single phase). Solar, battery, swimming pool, teleportation chamber, whatever is irrelevant, all that matters to the DNO is the power stated on the application form.

We have a 5.5kWp solar array and a 13.5kWh Giv AIO. Our export limit was set at 7.25kW by our local DNO.
Our incoming mains fuse is 60A which the DNO says doesn't need upgrading despite having a heat pump ( 6Kw ) due to be fitted next month.
If I go on to the UKPN " Do I need a Fuse Upgrade " page and fill in my details it tells me that I need to upgrade to a 3 Phase supply ( mid terrace, 2retirees with comparatively low energy consumption). Perhaps they have just chucked your details into the same engine, worth challenging and asking for justification.

I would make sure that SSEN are not taking the fact that the 13.5kwh AIO as potentially exporting at 13.5KWH in your export totals.
As the 13.5KWH AIO max charge / discharge rate is 6KWH.
Just make sure they are calculating it based on a max of 12KWH total (6KWH for Solar and 6 KWH for the AIO) export rather than 19.5KWH potential export.
As 19.5KWH they will most likely say you need 3phase.
I have a 7.2KWH Panels (6KWH inverter) and a 13.5KWH AIO (Max export 6KWH) so my max output is 12KWH. UK Power networks actually only wanted to install a 80A fuse however advised i was getting Aircon to use for heating / cooling and an EV charger so they did up it to a 100A fuse.
Basically your potential export seems the same as mine and you definitely don't need 3 Phase if that's what SSEN are suggesting.
