We had a timed electric outage of 7 hours yesterday, I made sure the battery was fully powered. However it did not discharge to the property when the electric was off, should the battery not have kicked in?

JanetKazlauciunas10 battery will only discharge to your property if you have an EPS connection fitted with an earth spike. This can either be via an automatic switch system or a manual switch system to allow you turn off high load devices first.

System can normally be rewired to power selected circuits, or if you have a gateway like the AIO, it should power the whole property. (Note that feature only available with that particular battery system)

Thank you so much for sorting out that issue for me I will go back to my supplier and see what he has to say.
Although the battery usage is discharged to the property following the programming that Octopus has set up for me.
I assume that is therefore different? Thanks Janet

If you are on some sort of intelligent tariff (where you have given control of your inverter to your supplier), I am not sure how this will work.
I am on Flux (not intelligent), so I can set my own battery minimum % storage, so I always have some capacity in the event of a grid failure

JanetKazlauciunas10 Regulations in the UK and Europe require that batteries enter so called Anti-Islanding mode during a grid outage to protect workers who are working on what should be a de-energised grid and protect your equipment, grid equipment and electrical devices in your own and neighbouring properties from your batteries attempting to supply the entire neighborhood and being unable to maintain voltage and current within limits.
Therefore batteries will usually continue to charge from the panels (unless you had filled them first) but will not discharge during detected grid outages.
The exception to this is if you have a separate emergency circuit installed, which GivEnergy do support, or some sort of relay (in the case of All in One Systems or Tesla Powerwalls) or manual switch (one option with other GivEnergy inverters) is used to physically disconnect you from the grid. That way energy from your batteries cannot leave your house and cannot cause the sort of problems described above.
All of these options requires additional work from your installer, such as an earth spike because your property cannot rely on the grid earth anymore, and are not usually done as standard. If you get frequent power outages where you are you can talk to your installer to see how much it would cost to utilise your system as backup.
