Yes, if that's what you want, which most people do. From the web portal (Inverter-Settings), it's possible that the line indicating the operating mode appears next to ECO and the slider to the right indicates "Enabled" but that hasn't been submitted. Try clicking the Submit button and the refreshing/reloading the page. If that doesn't cause the battery to discharge to meet house load (switch a kettle on or something to raise house demand above the PV output to test), then try clicking the Reset to Defaults button and re-test.
If that doesn't work, call your installer or Givenergy themselves and ask them to look at it. My inverters are working continuously to supply house load from PV or battery as long as there is energy available from either to keep grid import below 1kWh/day, and have been since they were installed in January.
