I have a GE 5kw inverter restricted th 3.6kW could the inverter be increased to 5kW?

Cully Yes, but you will require permission (apply for a G99) from you DNO to be able to export beyond 3.6. This is why it would have been restricted in the first place. You will have G98 by default which allows up to 3.68kw. If you apply for a G99 the DNO will give you a new limit based on what your local network can take. The more solar installs in your leg and the older the cabling the less you will be able to add. Having said that 5kw is rarely a problem.
